City council has approved advancing with the suggestions outlined in an external panel’s evaluation of the 2024 incident involving the primary water feeder line in Calgary, following a passionate plea from Calgary Mayor Jeromy Farkas to spare no expense in implementing the changes. Council deliberated well into the night on Wednesday and, with unanimous agreement, decided to kickstart the implementation of the recommendations.

In a report unveiled on Wednesday, it was emphasized that critical steps must be taken to address deep-rooted and systemic issues linked to Calgary’s water infrastructure that have been brewing for many years. The report highlighted that concerns about the pipe’s potential failure were initially flagged in 2004, subsequent to a rupture in another feeder line in northeast Calgary.

However, over the subsequent two decades, the city consistently postponed inspections, monitoring, and risk mitigation measures for the feeder main, as indicated in the review. Despite the Bearspaw feeder main being recognized as a high-risk component, limited perceived chances of failure often led to resources being diverted to other areas, the report revealed.

The panel’s assessment outlined numerous recommendations, including expediting the twinning of the Bearspaw feeder main by early next year, maintaining and repairing the existing pipe, and establishing a dedicated water utility division overseen by an independent board of experts.

Underlining the urgency of the recommendations, the report stressed that the current pipe is highly susceptible to future catastrophic breakdowns. Mayor Farkas, on Wednesday, pressed for immediate action on all the panel’s recommendations, emphasizing that selective implementation was not an option. He highlighted the need for not only a replacement line but also redundancy to fortify Calgary’s water system.

Farkas pointed out that if the system’s leaks are rectified and enhancements are carried out effectively, it could lead to more cost-effective water services for Calgary in the long run. He underscored the significance of investing on a large scale to secure safe and reliable drinking water for Calgary over the next century, likening it to the expenditure seen on major projects like new sports arenas or entertainment districts.

The report disclosed that the Bearspaw main was slated for assessments in 2017, 2020, and 2022, none of which materialized. The persistent challenges in water infrastructure governance were attributed to various city councils and management teams over the years, with a lack of specialized support hindering effective oversight of the system.

The report mentioned that Calgary’s water system is among the most substantial and intricate in Canada. It also highlighted that while stagnant investment and infrastructure decay are prevalent issues across the country, Calgary faces a unique situation due to being the fastest-growing major city in Canada, resulting in a high ratio of pipe length per resident compared to other major cities in the country.
