Canada is on track to appoint its inaugural foreign interference commissioner. Public Safety Minister Gary Anandasangaree has informed recognized opposition parties and Senate groups about the government’s selection for the role.
Anandasangaree expressed his intention to unveil the commissioner’s identity shortly. He mentioned to reporters that the announcement could come within the next week or two, pending feedback on the proposed candidate.
Legislation on foreign interference, passed by Parliament in 2024, mandates consulting opposition parties before formally appointing the foreign influence transparency commissioner. Although Anandasangaree refrained from disclosing the candidate’s name, he hinted at the individual’s exceptional qualifications and extensive service to the nation over several decades.
The move to establish the foreign interference commissioner position and a registry highlighting individuals working in Canada as foreign government agents was endorsed by Parliament eighteen months ago. Anandasangaree dismissed speculations of delaying the nomination to appease China or influence trade negotiations, emphasizing that the process began promptly upon Parliament’s return.
In a significant development, draft regulations outlining the foreign interference registry plans were released by the government in January. Earlier, an inquiry led by Justice Marie-Josée Hogue identified transnational repression as a significant threat in Canada, with the People’s Republic of China being identified as a leading instigator of foreign interference against Canadian democratic institutions.
An investigation by CBC News, part of a broader inquiry by the International Consortium of Investigative Journalists (ICIJ), uncovered instances of Chinese transnational repression in Canada. The investigation highlighted China’s increasingly assertive actions, particularly targeting dissidents who oppose Chinese government stances on various sensitive issues.
