A woman who previously knew Elston Bostock revealed that the disgraced former Winnipeg police constable was known for distributing drugs at parties by discreetly sprinkling white powdered substances, a practice referred to as “fairy dusting.” She stated that Bostock, who recently pleaded guilty to drug trafficking and corruption charges, had a reputation for ensuring party attendees were heavily intoxicated between 2015 and 2019.

According to the woman, who requested anonymity due to concerns about potential repercussions, Bostock would distribute the drugs by discreetly using his finger to sprinkle the white powder from his pocket onto partygoers, sometimes even putting his finger in their mouths. She expressed unease about his activities, questioning the extent of his illegal actions while serving as a police officer.

Recent court proceedings have shed light on Bostock’s illicit behaviors, including supplying drugs to friends and fellow officers, occasionally even while on duty and operating from his police cruiser. Although he did not profit from these transactions, prosecutors allege that Bostock engaged in such activities for social reasons.

Court documents from the ongoing case highlighted instances where Bostock communicated with colleagues about obtaining drugs, including pharmaceutical-grade painkillers, anti-anxiety medications, opioids, and benzodiazepines, in addition to substances like MDMA, psilocybin, and cannabis. There was an instance where Bostock mentioned consuming a cannabis gummy before starting his shift in 2020.

Academic experts in sociology and criminology expressed concerns about the impact of Bostock’s actions on public trust in law enforcement. They emphasized the need to address systemic issues within the Winnipeg Police Service, especially in light of the revelations about Bostock’s conduct involving drug-related activities and corruption.

The investigation into Bostock’s wrongdoings stemmed from a forensic examination of his phone following an internal police probe, leading to the disclosure of incriminating evidence related to drug trafficking and corruption. The offenses overlapped with the period described by the woman, during which she attended gatherings where Bostock freely distributed drugs, resulting in intense intoxication levels.

As the legal proceedings continue, the challenges of restoring public trust in the Winnipeg Police Service loom large. The revelations surrounding Bostock’s misconduct have raised questions about the integrity of the police force and the effectiveness of existing oversight mechanisms. Experts stressed the need to address these issues to rebuild trust with the community.
