Newfoundland and Labrador Hydro officials have raised concerns about the possibility of implementing rotating power outages due to a potential shortage of electricity to meet the demand. Hydro’s vice-president of engineering and the system operator for Newfoundland and Labrador, Rob Collett, expressed that there is a risk of a power emergency looming this weekend. The issue stems from the complete shutdown of the Bay d’Espoir plant, the largest generating facility on the island, for the first time since 1967.

In the event of outages, power will be selectively cut off in different neighborhoods or communities without prior notice, as stated by Byron Chubbs, vice-president of engineering and energy supply at Newfoundland Power. The anticipated duration of these rotating outages is expected to be around 60 minutes or less to ensure continuous electricity supply across the island.

While uncertainties persist regarding the potential power emergency, officials are particularly focused on Saturday evening as they monitor the situation closely. Collett emphasized the importance of being prepared by checking generators, charging electronic devices, and having flashlights readily available in case of disruptions.

The power warning issued by Hydro on Friday highlighted the strain on the electricity supply nearing maximum capacity due to heightened power demand and persistent frazil ice challenges at the Bay d’Espoir plant. Frazil ice, consisting of small ice crystals in supercooled water, can accumulate and obstruct water intakes, affecting facilities like hydropower plants.

Efforts are underway to mitigate the frazil ice issues at the Bay d’Espoir plant, with a dedicated team, including divers equipped with specialized tools, engaged in ice removal operations. Additionally, N.L. Hydro is actively pursuing additional power sources to bolster the grid’s energy supply. The Muskrat Falls facility is currently contributing a substantial portion of the island’s power capacity, with ongoing initiatives to secure imported electricity from Nova Scotia through the Maritime Link.

While exploring alternative energy sources from neighboring regions like New England and Quebec, challenges such as transmission line congestion and source availability remain a consideration. Repairs at the Holyrood generating plant are being expedited to address operational constraints, with the hope that milder weather conditions in the upcoming week will alleviate the risk of a power emergency.
