Central government employees are anticipated to witness significant changes in their salaries and benefits pending the approval of the latest set of demands presented to the 8th Pay Commission. The National Council (Joint Consultative Machinery) committee has submitted its final memorandum for consideration, focusing on enhancing basic pay, pension security, and allowances to address escalating living expenses and evolving family requirements.

Key proposals include a notable increase in the minimum basic pay to Rs 69,000 and a suggested fitment factor of 3.83 to substantially elevate current salaries and pensions, with a proposed implementation date of January 1, 2026. Additionally, an annual increment of 6% has been recommended to ensure that salaries remain aligned with inflation.

The draft also calls for streamlining the current pay matrix by consolidating 18 levels under the 7th Pay Commission into seven broader pay scales. This restructuring aims to facilitate smoother career progression and diminish stagnation within the system. The revised pay structure suggests higher starting salaries at each stage with reduced hierarchical levels.

Furthermore, demands include reinstating the Old Pension Scheme for employees entering service post January 1, 2004, fixing pension at 67% of the last drawn pay, and family pension at 50%. Emphasis has been placed on career advancement, proposing a minimum of five promotions or financial advancements over a 30-year tenure, along with periodic pension revisions.

The memorandum also advocates for enhanced social security and allowances, such as an elevated House Rent Allowance structure, improved insurance coverage, increased compensation for on-duty fatalities, and extended maternity, parent care, and paternity leave provisions. The proposals aim to elevate employee welfare and job benefits significantly.

While the NC-JCM’s recommendations serve as a crucial input for the 8th Pay Commission’s evaluation, the ultimate decision rests with the government. Acceptance of even a portion of these proposals could lead to a substantial salary revision for central government employees, marking a significant development in recent years.
