New York, under Democratic Gov. Kathy Hochul, has made a significant move by becoming the first state in the U.S. to halt the expansion of hyperscale data centers. This decision, driven by concerns about energy consumption and environmental impact, involves a one-year moratorium on issuing new permits for large data center projects.

The state’s action has sparked a broader discussion on the regulation of massive data centers that support artificial intelligence technologies. This debate has also resonated in Canada, where communities are grappling with the implications of data center growth on local resources such as power grids and water supply.

Hamilton, Ont., for instance, was considering a similar pause but ultimately rejected the idea following a city council vote. This development comes amid a surge in the construction of data centers, prompting concerns about the lack of comprehensive public consultation in approving these projects.

Hyperscale data centers, characterized by their large scale and extensive computing infrastructure, have drawn particular scrutiny. These facilities not only power AI applications but also underpin cloud computing services that are integral to everyday online activities. The rapid expansion of AI technologies, fueled by substantial investments from tech companies, has raised alarms about the environmental footprint of these data centers.

Data centers are known for their significant energy consumption and water usage. The International Energy Agency estimates that global data centers accounted for 1.5% of energy consumption in 2024, a figure projected to double by 2030. Cooling systems in data centers, essential for maintaining optimal operating conditions, often rely on water, posing challenges related to freshwater usage and potential strain on local water resources.

Despite these concerns, the data center industry continues to grow, with companies like Meta announcing plans to establish new facilities, including a major center near Edmonton, Canada. The allure of Canada’s affordable electricity prices has made the country an attractive destination for data center investments, with several hyperscale projects in the pipeline.

While New York took a proactive stance with its moratorium, other Canadian provinces and territories have not indicated similar plans. Each region is evaluating data center proposals based on their economic, environmental, and social impact. Alberta, for instance, emphasizes responsible investment in AI data centers, while Manitoba rejected a proposed project citing job creation concerns. Quebec, recognizing the importance of digital sovereignty, is exploring sustainable data center models to address environmental challenges.

As the data center industry evolves, balancing technological advancement with environmental sustainability remains a critical consideration for policymakers and communities across North America.
