Meta Platforms CEO Mark Zuckerberg has advocated for reduced U.S. restrictions on open-source AI to enhance competition with Chinese counterparts. The company unveiled a more compact and customizable model, Muse Glimmer, tailored for tasks on personal computers with a single graphics card, catering to the demand for AI systems operating directly on users’ devices.

Zuckerberg hinted at future larger models in a video post accompanying a 14-page essay stressing the importance of democratizing AI rather than centralizing power. The push for open-weight AI has gained momentum as businesses seek cost-effective solutions and address cybersecurity concerns linked to closed models.

Chinese firms have taken the lead in open-weight models, with products like Kimi K3, Qwen3.8-Max, and V4-Flash competing with top U.S. systems. Meta’s stock rose nearly 3% in premarket trading following these developments.

Meta intends to release Muse Spark 1.2, its cutting-edge model, to regain ground in the AI race. Zuckerberg highlighted the launch of a $1 billion fund to mitigate community concerns over data center expansions, a contentious issue affecting Big Tech’s infrastructure plans.

The company plans to enforce governance measures empowering independent directors to approve model releases, emphasizing the need for U.S. policy adjustments to foster leadership in open-weight models. President Trump’s administration recently informed AI developers that voluntary safety tests will not be mandatory for open-weight AI models.
