India’s digital payment ecosystem is known for its primary attribute: speed. From everyday expenses to urgent transfers, the Unified Payments Interface (UPI) is valued for its instantaneous transactions.

Recently, the Reserve Bank of India (RBI) has proposed a one-hour delay for specific digital payments to address the escalating concerns regarding digital payment fraud. Transactions exceeding Rs 10,000 directed to individuals may face this delay, where the amount is debited promptly from the sender’s account but held by the bank for up to an hour before being credited to the recipient.

This delay primarily targets person-to-person transfers, aiming to combat fraudulent activities like authorised push payment (APP) frauds. These scams often exploit social engineering tactics rather than technical breaches, leading to significant financial losses.

The RBI’s proposal seeks to introduce a brief window, termed the “golden hour”, after initiating a transaction, allowing users to cancel or verify it, thereby deterring fraud attempts. While this adjustment may seem to impede the instant nature of UPI, it is designed to enhance security without major disruptions to routine transactions.

By focusing on transactions above Rs 10,000, which account for a significant portion of reported fraud cases by value, this measure aims to strike a balance between convenience and risk mitigation. The proposal’s success hinges on clear communication and user-friendly implementation to ensure that users perceive it as a safety feature rather than a hindrance.

Users may need to adapt slightly to this change, especially when dealing with high-value or time-sensitive transfers. Implementing strategies like pre-authorizing transactions or relying on trusted payees can help minimize delays in urgent scenarios.

Although the one-hour delay proposal is still under discussion and not a finalized regulation, stakeholders’ feedback will shape its potential implementation. If enacted, banks and payment platforms will need to adjust their systems to accommodate this new safeguard, emphasizing security without compromising the overall user experience in digital payments.
